Update Utility Listing Process

In response to UFWG mtg of 08-Dec-2020, the criteria for listing a project needs to be more explicit.

Additionally, The KOB and CanaCred projects are being removed or their listing postponed until further details can be provided.

@vinomaster I have updated the convener and stakeholder details for KOB. Please let me know if there is anything else that needs to be called out.

Trust you have answers for all the questions now . We can provide further clarity if anything is amiss in the next APAC call or (co-chairs connect which ever seem appropriate Dan) , its just that the Utility WG calls happen @ unearthly hour for us i.e IST 1.30 am .

I believe listing an utility should be fairly easy and promoted so as to accommodate more participation from other ToIP community members from other geographies.
