carma-platform selected plugin names in config image are outdated for develop

Descriptive summary

While porting to ros2 some of the guidance plugin names were changed. The plugins listed to be selected on startup in the configuration docker-compose ('RouteFollowingPlugin,InLaneCruisingPlugin,StopAndWaitPlugin,Pure Pursuit) still point to the outdated names and need to be updated to match develop in later version.

Carma version where this issue was discovered

Discovered in usdotfhwastol/carma-config:carma-system-4.2.0-xil-cloud-test. This change needs to be implemented for versions after carma-system 4.2.

Expected behavior

Selected plugins names match the names on carma-platform.
