govc unable to create VM when user does not have read access to DVS.

When user does not have read access to DVS switch hitting below error while trying to create the VM . There has been multiple discussion around this but non conclusive. Same operation can be performed via GUI. We cannot elevate the permission in DVS switch. Any help appreciated
