Better Notification Filter

I think there should be a way to make a custom list of users to notify when their status changes, hop online/offline, etc. Instead of dedicating all favorites to the filter, a custom list should be possible

This has been a requested feature for a long time but would require a massive code base refactor that I currently don't have the time for.
