switch the target field for each layer

By using experiments.layers, we are now able to apply different rules for each layer. We are considering using the layer feature to generate both a Node.js bundle and a browser bundle simultaneously. However, currently, target cannot be configured for each layer.
I think it would be convenient if we could switch the target for each layer.
