Make all app links open in browser

Change this setting on electron to make it easy to link out from anywhere.

Context: I wanted to add a link to Pathom 3 in part of the UI, but linking is hard because adds a dependency on Electron. The right way to fix is to set up this at the application level so links work externally by default.
