Built without .net embedded

Requires .net 8 desktop runtime installed: https://dotnet.microsoft.com/en-us/download/dotnet/8.0
i still don't understand .net building super well, it seems to require these 3 files to run.
if the SingleInstanceAccumulator.runtimeconfig.json is not present it prompts me to install .net 8 runtime even though i have already have it.
