Adding tailfin testcase
This was to troubleshoot a bug where the periodic wind would say that it was exhausted because the modulo operation to wrap back to the beginning didn't work right.
Adding a case for Mod_AmbWind =3

Very slight changes in some of the StC motions.
This update was required after fixing the BD initial strain issue.
