The CANARY-EDS (Continuous Analysis of Networked Array of Sensors for Event Detection) software provides a sensor-agnostic method of finding events in time series data, specifically water quality metrics.
The final Windows executable is under the final release: https://github.com/USEPA/CANARY/releases/tag/v4.3.3 and is known as setup-4.3.3.exe.

CANARY, the MATLAB(R) code, is released under the LGPL 2.1 license. The Java CANARY code is license as Apache License 2.0. See the LICENSE.txt file.
