Use this version for all data updates prior to the v1.3.0 release

The application database schema was changed as part of the Fall 2017 updates to the Interactive State Water Plan. This version is the legacy code (without Fall 2017 bug fixes and enhancements), updated to accept the most recent updates to the database schema.
