r70551 cweb -F option

[CWEB] Add option '-F' for CWEAVE/CTWILL.

This alternative layout places the first line of a 'compound statement',
a.k.a. 'block', next to the opening curly brace.

Control statements like 'if', 'for', 'while', or 'switch' still appear
on a new line, in order to preserve visual control flow.
