REFACTORING] Simplify installation instructions using Conda and venv

- Remove the Makefile.
- Add instructions to install the required packages using
  - Conda to install the required Python version, and
  - installing the required packages either in a Conda environment,
    or in a venv that used the Python installed in the Conda environment.
