This PR:

  • Adds a warning() function to common_utils.sh
  • Updates logic to move to next meter if downloads fail for first meter
  • Updates cleanup_incomplete.sh to remove empty directories
  • Updates doccumentation
  • Updates validate_complete_directory() to call mark_event_incomplete if there are missing meta data files
