Support for cached binaries from HTTP

This release adds automatic support for downloading precompiled binaries for CC7. It also contains a series of minor fixes: flags are used consistently throughout all aliBuild actions, so for instance --defaults et al. are supported both by aliDoctor and aliDeps (as well as by aliBuild).
