Enables batch issuance for the PID, with automatic background refresh if the number of remaining credentials gets below a certain threshold (currnetly one batch credential remaining).
It's will only be enabled for cloud hsm, as there's basically no way to have UX that is OK without it (due to the biometric prompt).
IN a next PR I'll add a button on the welcome screen to select whether cloud hsm should be used
