Microsoft AppLocale micro build. Adding AppLocale without installation msi file.

Instructions:

1. copy the contents of the "Windows" folder to the "Windows" folder of your system
2. add "install.reg" to the registry
3. adding to explorer context menu via "localejaptoexecontext [INSTALL] .reg"

Supported on Windows xp - 7 - 8 - 8.1
