Changes
This pull request updates the Snyk workflow. It replaces the Snyk action with the Snyk CLI to workaround some issues we've encountered with the Docker container from the Snyk actions not being able to access the configured JVM environment elsewhere in the workflow.
(Note that the CI for this PR will fail until it is merged into the main branch.)
