Remove PCRE dependency; Allow whole long-option mandate

This release removes the dependency on PCRE from its font-only rST markup parsing. It also adds a CLauthor-default-changeable/CLuser-overridable way to mandate full spelling out of long options and subcommand names and adds a few convenience APIs and example programs.
