miscellaneous documentation and maintenance points

• update ruff to 0.5.0 which has breaking changes
• prune dependencies from documentation (maser.data, astropy-healpix, and healpy)
• fix a flacky test that was comparing floats
• add a small feature to the WCS class to that it can now generate non-square figures
• document EllipticalFrame plots differently, by using the astropy wcs rather than mocpy's
• attempt to reduce sive of tarball's source on pypi (we'll see next release if it helps I guess)
• fix typos in documentation of polygons methods reported by users
