Implements basic Functionality to Draw Routes directly within map.cevi.tools

You can now draw simple paths using magnetic ways directly within https://map.cevi.tools/.

• add a container to dev and production environment (currently, this is only available if run locally)
• should be merged after Feature/improved waypoint handling #365
