Update programmatic-invocations.md broken link (#3976)

## What are you changing in this pull request and why?
The reference link builds to
https://docs.getdbt.com/reference/reference/exit-codes instead of
https://docs.getdbt.com/reference/exit-codes.

This change corrects it.
