Windows install guide

1. Install Python and download this package.
2. Unzip and open the folder in file explorer.
3. Shift+right click empty space in the folder and click Open PowerShell window here.
4. Type pip install -r requirements.txt and press Enter
5. Type python video_matrix.py and press Enter
6. Open http://127.0.0.1:8080
