Description
Adds new functionalities to CLI and API regarding layers:
[API] Adds endpoint to get objects from a layer given a root ID object.
[CLI] Adds warning message when layer has no filter.
[CLI] Adds filter to create layer command
[CLI]Apply double wildcard to root as well.
Fixes #324
