modern intel toolchain (e.g. 2023b) depend on intel-compilers, not ifort
both 'FcOptions' and 'FOptimizeFlag' were set to FFLAGS, causing ifort with duplicate -xHost to warn a lot about it

I wanted to review this with people at ITER. I wanted to check if I didn't miss something in PR in easyconfigs for NCL-6.6.2 And, also see my reply to this question at framework PR 4594 |
