Update the NCL easyblock to the situation that intel/2023b toolchain keeps the libdir for ifort compiler in intel-compilers.

This change makes NCL-6.6.2-intel-2023b.eb work, see

modern intel toolchain (e.g. 2023b) depend on intel-compilers, not ifort
both 'FcOptions' and 'FOptimizeFlag' were set to FFLAGS, causing ifort with duplicate -xHost to warn a lot about it

I wanted to review this with people at ITER.

I wanted to check if I didn't miss something in PR in easyconfigs for NCL-6.6.2
