1. Take advantage of CodeActionLiteral client capability. …

   - If client advertises `CodeActionLiteralSupport` for the given kind,
     simply return the code action. Otherwise, set the command as
     `java.apply.workspaceEdit`
   - Fixes eclipse-jdtls#376
