Enhanced annotation editor

This PR applies a number of bigger changes to the annotation editor:

• redo the general page layout for increased usability
• integrate customizable forms to directly add or copy entities to the local authority register. This way one does not need an external database for maintaining a register anymore.
• add support for batch annotations across all files in a collection
