This is part 2 for issue #329 .

This PR alphabetizes everyone by last name, per region, per category.
The automatic sorting and ToC generation worked; no manual intervention was needed.

Next up: the tools! Today: a relatively large PR.

  • Across four categories, 16 sections were alphabetized.
  • All original headings were present in the new file.
  • Markdownlint structural errors were resolved.
  • Fixed the '-' that ate Canada (and caused it to be left out of some TOC entries)
