Description

Provide details of the change, and generalize the change in the PR title above.

Add a GitHub workflow to update the tools (and optionally the OS) on custom runners.

For now, the only tool this updates is firebase-tools, via npm install -g firebase-tools.


Testing

Describe how you've tested these changes. Link any manually triggered Integration tests or CPP binary SDK Packaging Github Action workflows, if applicable.
