GEOS-Chem & HEMCO submod updates: Use EFY for met fields and EFYO for…

… restart files

This commit informs the GCClassic superproject about the following
commits that were pushed to the Github geoschem/geos-chem repository:

7cd9cf410 Set restart time cycle flag EFYO -> EY for certain specialty simulations
c1e94758e Restore EFY flag for met fields and introduce EFYO for restart files
e6267108b Met field entries in HEMCO_Config.rc template files now use flag EFYK

and to the Github geoschem/HEMCO repository:

080a92c Restore prior EFY behavior; introoduce EFYO to read only once
3bf6b80 Deallocate availYMDhm upon errors; Avoid OOB error in check_availYMDhm
203b6c1 Added "EFYK" if block to second location in hco_config_mod
2e4df52 Add new time cycle flag "EFK" for reading met fields w/ FlexGrid

This fixes the issue reported in Github issue geoschem/geos-chem #686.
We will release this as patch version 13.0.2
