- manual bump of selected ones for Release 0.31 #10499
- document new metrics in changelog
- redo this PR to keep go 1.22 and avoid explicit toolkit

@gammazero fyi latest go-car/v2 removed the need for explicit toolkit version, if this PR looks ok, feel free to merge
