Add overtrue/phplint and switch more tools to phar installation

New tools:

• phplint - A tool that can speed up linting of php files by running several lint processes at once

Updates:

• phan 0.12.7 -> 0.12.8
• psalm 1.x -> 2.0.0

Changes:

• Switch phpca to phar installation
• Switch phpcf to phar installation
• Switch psalm to a phar installation
• Install bz2 extension as some phars require it (phpca, phpcf)
