Kaspa DNSSeeder v0.11.11

Key changes:

• Updates for latest kaspa p2p protocol version
• No longer requires kaspad at ../kaspad to compile
• Fixes a bug where nodes were never pruned, making the size of nodes.json huge
• Use kaspad's logic for isRoutable (among other things - fixes a bug where dnsseeder occasionally returned 127.0.0.1)
