Bump d3-color and spectacle

Removes [d3-color](https://github.com/d3/d3-color). It's no longer used after updating ancestor dependency [spectacle](https://github.com/FormidableLabs/spectacle). These dependencies need to be updated together.

Updates `spectacle` from 5.8.0 to 9.6.0
