Device list tests do not take "encrypted" property of a room into account

According to the docs, changed and left in device_lists should contains user ids from encrypted chats :

List of users who have updated their device identity or cross-signing keys, or who now share an encrypted room with the client since the previous sync response.

However, none of the tests in 06-device-list.pl enable encryption is rooms.

Who is right: tests or docs?

P.S. "dendrite" doesn't check if a room is encrypted when population device_lists.
