chore: update release flow with staging deployment and image building

What are the changes introduced in this PR?

• Add logic to deploy into staging environment when a PR is raised to main
• Reuse build, push image & deployment into staging environment
• Add workflow to build and push images to Docker on raising a PR
• Include npm ci step before building and pushing image to docker
