download and install resource plugin, command:
wget https://github.com/ryan4yin/pulumi-libvirt/releases/download/v0.0.3/pulumi-resource-libvirt-v0.0.3-linux_amd64.tgz
pulumi plugin install resource libvirt 0.0.3 -f pulumi-resource-libvirt-v0.0.3-linux_amd64.tgzand then install python sdk from pypi:
pip install pulumi-libvirt==0.0.3
