This PR is my attempt at resolving solid#69 The resource is inspired by https://github.com/w3c-cg/solid/blob/main/CONTRIBUTING.md and https://www.w3.org/Consortium/Process/#decisions. Moved some stuff from README.md to CONTRIBUTING.md.
