Documentation

Adds a section to KRaft overview to describe controller quorums and current limitations with static controller quorums.

Checklist

  • Check RBAC rights for Kubernetes / OpenShift roles

All addressed. It makes sense to emphasize the limitations being driven by inability to migrate
