Add utility to watch CW logs from TPS instance. #14

For some reason that I don't currently understand (#13), the logs from the TPS instance are being ingested with an event timestamp of the time that the process was started. This makes it really hard to follow along the logs in the CloudWatch console. It's probably a bug, but while this instance was running, I found this script helpful to "follow along" the logs and check its status.
