Add options to disable tracking and local counts

By default, the prompt will show counts for both sections. But users can now easily remove the counts for either or both sections if they want.

@woefe I apologize: when I first did the rebase, I accidentally removed an update you had made to the README. I corrected that just now, and hopefully this is set. Let me know if you want me to make any further tweaks. (Feel free to tweak yourself as well if that's easier.)
