ci: update pipeline

[mrsmrynk]

• run some steps on ubuntu only:
  • upload coverage report to codecov
  • lint with ruff
  • check dependencies with pip-audit
• add vulnerability check of the dependencies with pip-audit
• add pre-commit hook
